Ms. Kirwin has dedicated her career to education, with a particular focus on bilingual and special needs programs. She currently serves as an adjunct professor at Temple University in the college of education and human development, a position she has held since 2019. Additionally, Ms. Kirwin has been the chief academic officer and superintendent of schools at ASPIRA Inc. of Pennsylvania, where she has been instrumental since 2014 in overseeing four boards, ensuring that all school board information is shared and that daily operations run smoothly. She also collaborates closely with a dynamic team to ensure state, city, and district regulations compliance.

Leveraging over 30 years of experience, Ms. Kirwin began her career in 1994 at the School District of Philadelphia as a supportive service assistant. By 1996, she transitioned into a bilingual teacher role, teaching various grade levels as the district introduced a dual language program. Ms. Kirwin’s dedication led her to become a bilingual facilitator in 2000, focusing on coaching and assessing teachers. In 2001, she was appointed the director of the Office of Bilingual and English as a Second Language (ESL) Programs, overseeing the expansion and supervision of ESL and bilingual programs across the district.

In 2003, Ms. Kirwin accepted the position of school principal at a struggling school within the School District of Philadelphia. Her efforts in developing existing teachers and recruiting new ones resulted in the school meeting adequate yearly progress standards. Ms. Kirwin later became a turnaround specialist principal at a middle school in 2006 and an assistant superintendent for pre-K to 12 in Kansas City Public Schools from 2007 to 2015.

Ms. Kirwin’s educational background includes a Bachelor of Science in educational psychology from Temple University in 1995 and a Master of Education from Cheyney University of Pennsylvania in 2001. She also completed Plus 60 coursework from Arcadia University in 2006. Additionally, Ms. Kirwin received several professional certifications as a Pennsylvania early childhood and elementary teacher, Pennsylvania principal, Pennsylvania superintendent, and New Jersey school administrator.

Involved in professional memberships, Ms. Kirwin is active with the Pennsylvania Association of Hispanic School Administrators, the Association of Latino Administrators and Superintendents, the American Association of Supervision and Curriculum Development and the International Literacy Association. She is also affiliated with several civic organizations as a donor and volunteer at her local church and as a volunteer teaching coaches how to interact with special needs and autistic students through children’s jiujitsu programs.
