An inquest was held into the Romanian national’s death by assistant coroner James Dillon at Oakwood House in Maidstone today (January 28).

The court heard in the months leading up to the incident, Mr Capitanescu had been distancing himself from his friends and family and was struggling with his mental health.

Giving evidence, Detective Sergeant Jamie Webb said Mr Capitanescu’s close friend, Dragos, was trying to convince him to spend some time away from the UK and return home.

Mr Dragos was in Romania when, on September 28, the 37-year-old told him and his family he was “down” and had been crying but would return to work on Monday and ask for leave.

DS Webb said Mr Capitanescu’s family thought he was “having a crisis” and as they could not contact him afterwards, sought assistance with the Romanian ambulance service.

The court heard the paramedics contacted the Met Police who informed Kent Police of their concerns at around 3.30pm on September 28.

The force completed a welfare check on Mr Capitanescu who assured the call handlers he was fine and who then signposted him to further mental health services, Mr Dillon was told.

DS Webb added Mr Capitanescu, who lived in Beach Street, Sheerness, was “coherent” and “convincing”.

However, the following day (September 29), the force received a call at around 6.40pm as a man was on the wrong side of the barrier above the M2.

DS Webb told the hearing two passers-by stopped and tried to talk to him when Mr Capitanescu suddenly fell head-first onto the coastbound carriageway.

He was then struck by a blue Ford Focus, went under it and was carried between 30 and 40m before it stopped.

Mr Dillon read evidence into the inquest from the driver of the vehicle who was driving home from Bluewater Shopping Centre when “something dropped from the sky like a sheet”.

DS Webb confirmed there were no concerns about any driving offences as the motorist would not have had time to stop.

A post-mortem examination found Mr Capitanescu died due to severe injuries sustained from a fall from height and in a road traffic collision.

Mr Dillon concluded his death was by suicide.
