Police have been on West 3rd Street and Prioleou Street since earlier Thursday evening.
Sources told Action News Jax’s Annette Gutierrez that the suspect used to be a Marine and knows how to make bombs. They said his girlfriend sent a tip to the FBI and told police the suspect owns a gun and has a personality disorder.
He claims to have homemade bombs, according to sources.
Witnesses said the man keeps entering and exiting the home, asking for a warrant, and demanding to speak to someone higher up in the chain of command.

Negotiations are reportedly underway.
A command post has been set up, but neighbors are not being allowed into their homes.
“He [police] told me that I couldn’t get in. And that he didn’t want to cause a ruckus because of what was going on, but he did tell me it was a bomb threat,” neighbor Melika Simmons told Action News Jax.
Gutierrez has been at the scene for hours. She has seen drones, a bomb squad unit, SWAT, a K9 unit, and heard investigators talking over a megaphone.
This is a developing story. We will update this story as more information becomes available.
