In this capacity, he managed the state’s substantial operating and capital budgets, showcasing his adeptness in financial stewardship and strategic planning. Mr. Heffernan’s role in navigating the Commonwealth of Massachusetts through the pandemic and leaving it in a more vigorous fiscal and operational position is a testament to his leadership. Under his stewardship, the state saw an upgrade from SandP, managed its most extensive debt offering, addressed underfunded unemployment insurance funds, significantly increased its rainy day fund, and maintained fiscal responsibility without resorting to budget cuts or layoffs. Mr. Heffernan’s efforts culminated in implementing significant software packages and engineering a $2.9 billion tax refund.
Before his impactful work with the Commonwealth of Massachusetts, Mr. Heffernan was the commissioner for the Massachusetts Department of Revenue in Boston between 2016 and 2017. His career also included roles as a senior advisor at Consilium Partners from 2012 to 2014, co-founder and interim chief financial officer at Mobiquity Inc., an information technology company, between 2010 and 2011, and co-founder and managing partner at Vertical Research Partners in 2010. Mr. Heffernan’s extensive experience in the financial sector was evident by his tenure as the managing director and head of regional sales for institutional equities at Citi from 1992 to 2010, following positions at the investment bank Salomon Brothers Inc. and the brokerage firm EF Hutton.
Mr. Heffernan’s educational background laid the foundation for his success. He received a bachelor’s degree in economics from Georgetown University in 1983, a Master of Business Administration in finance from New York University in 1989, and a Master of Public Administration from Harvard University in 2013. Mr. Heffernan’s certifications from Columbia University in 2022 and his Series 63, 8, 9, 24, 7, and 10 certifications from the Financial Industry Regulatory Authority have equipped him with expertise crucial to his roles.
Active in his community, Mr. Heffernan’s commitment to public service included serving on the board of trustees for the Massachusetts Bay Transportation Authority Retirement Fund from 2015 to 2017 and through involvement on the board of directors and as the governor’s designee for the Massachusetts Pension Reserves Investment Management between 2015 and 2016. His candidacy for state treasurer of the Commonwealth of Massachusetts in 2014 exemplified his dedication to serving his community. Additionally, Mr. Heffernan excelled as the chair of the Georgetown University library board and as a member of the Georgetown University college board of advisors.
In light of his success, Mr. Heffernan was recognized with a citation signed by Governor Charlie Baker for his service as the secretary of administration and finance.
